Document Freedom… (…Day, 25 maart 2009)
25 maart 2009 was het Document Freedom Day, zo gaf de organisatie aan. Mijn interpretatie van “document vrijheid” is dat het zou moeten liggen op het gebruik en de toegang tot document formaten. Vrijheid inzake de inhoud van een document is ook en minstens zo interessant, maar ligt wat mij betreft meer in de sfeer van ‘creative commons’, ‘copyright’ en ‘auteursrecht’. Mijn invulling van een ‘document freedom day’ zou op een algemeen nivo van openheid en transparantie liggen. Vrijheid en openheid van ‘document interoperabiliteit’ in feite.

Het komt wat ‘hoogdravend’ binnen om te spreken van ‘document liberation’. Daar kom ik straks nog wel op terug. Het logo op de pagina, doet vermoeden dat het niet zozeer om vrijheid in het kiezen van document formaten gaat, maar meer neigt naar een campagne ter promotie en ondersteuning van één document formaat.
Persoonlijk zou ik graag een bredere formulering en insteek van vrijheid terug zien, minstens inclusief ‘keuze vrijheid’. Internationaal en qua organisatie van een aantal evenementen rond het thema lijkt dat overigens ook wel het geval. Collega’s presenteerden op ‘Document Freedom’ conferenties over open document formaten (meervoud), de interactie tussen de formaten, de verschillende mogelijkheden van de formaten en de kracht van het ‘onderliggende’ XML (Zowel ODF, Open XML, UOF als XPS hebben XML als basis formaat).
VRIJHEID VAN TOEGANG TOT DOCUMENT FORMATEN
Vrijheid van toegang tot document formaten is een belangrijk onderwerp. In een open brief schreef Chis Capossela (SVP Microsoft Office) in 2008:
In today's digital world, there is a critical need to access, share and archive information. People want to share information with co-workers, business partners, family members and others regardless of the technology platform or software application being used. People want to be able to store and archive documents so that the information they contain can be accessed well into the future. Long-term access to documents is particularly important in the case of governments given the critical and historical nature of government information and the associated requirements for preservation and access moving forward.

Sommige belanghebbenden stellen dat de discussie rond openheid en transparantie van documenten en document formaten dient te gaan over één document formaat. Een soort “één standaard voor alle doelen” benadering. Dat zie ik anders. Onder andere in het belang van functionaliteit en innovatie is onafhankelijke ontwikkeling en keuze vrijheid belangrijk.
Some people argue for a "one standard, government mandated" approach. However, the number of document format standards already in existence and those emerging – including PDF/A, HTML, ODF, CDF, UOF and Open XML – demonstrate that there are greater customer needs than can be met with one format. Moreover, mandating one approach would limit the industry's incentive to develop new features and applications that were not contemplated by the one chosen format. Consistent with what has been done in other areas of technology (e.g., image formats, such as JPEG, TIFF and digital video formats, such as MPEG-2 and H.264), where overlapping standards (including multiple ISO/IEC standards) that address distinct user needs have been approved and have substantially benefited customers, we feel that customers will choose to use different document formats based on what they want or expect to need in the future.

Die keuze vrijheid in de industrie (partners, leveranciers, ontwikkelaars etc) is ook belangrijk voor gebruikers (klanten, overheden, eindgebruikers). Men moet kunnen kiezen voor een (document) formaat dat aansluit bij andere onderdelen van een proces, bij gewenste of benodigde functionaliteit etc. In 2007 schreef Tom Robertson (General Manager Interoperability en Standards):
Since the launch of the 2007 Microsoft Office system this year, a thriving community has emerged around the Ecma Open XML file formats (also known in standards circles as ECMA-376) because of the formats’ many capabilities, including backwards compatibility with billions of existing documents and support for user-defined schema. But despite the rising popularity of this new international standard, Microsoft also realized that some customers may want to work with other formats, including the OpenDocument Format (ODF) 1.0, and committed itself to providing customers with choice, and to addressing the need for document interoperability.

Daarmee gaf Microsoft in 2007 al aan dat de keuze vrijheid in document formaten ook een echte vrijheid moet zijn. Dus inclusief het implementeren en ondersteunen van de document formaten waar de markt behoefte aan heeft.
Keuze vrijheid moet in de praktijk overigens niet leiden tot beperkende consequenties voor de interoperabiliteit, maar juist tot verbetering van de interoperabiliteit. De XML basis en de openheid van de specificaties voor de moderne document formaten (zoals ODF, Open XML en XPS) maken onderlinge interoperabiliteit tussen de formaten een technische realiteit. Terwijl mensen en organisaties dus onafhenkelijk functionele/zakelijke keuzes kunnen maken welk formaat het beste aansluit is de praktische interoperabiliteit met mensen en organisaties die andere keuzes hebben gemaakt goed mogelijk.
Bij die interoperabiliteit tussen verschillende formaten wordt rekening gehouden met de relatieve mogelijkheden. Verschillen in functionaliteit van een document formaat ontstaan onder meer vanwege een verschil in uitgangspunten voor het ontwerp en de visie op de mogelijke toepassingen. In een open brief van februari 2007 schreef Microsoft:
ODF is closely tied to OpenOffice and related products, and reflects the functionality in those products. (…) Open XML, on the other hand, reflects the rich set of capabilities in Office 2007, offers a platform for exciting user productivity scenarios through user-defined schema, and was designed to be backwards compatible with billions of existing documents. (…) So, although both ODF and Open XML are document formats, they are designed to address different needs in the marketplace.

Dat veel standaarden vanuit een specifieke product behoefte ontstaan is overigens gebruikelijk en eerder een voordeel dan een nadeel. Het impliceert wel dat bijvoorbeeld ODF als vertrekpunt voor haar ontwikkeling een representatie heeft van de functionaliteit en ontwikkeling van Open Office en dat Open XMl dit heeft voor Microsoft Office. Het standaardisatie proces in met name ISO/IEC zorgt ervoor dat de functionaliteit in de specificatie uiteindelijk breder is dan een product en technologie onafhankelijker.
VRIJHEID OOK VOOR BINAIRE DOCUMENT FORMAAT
Die onafhankelijkheid in document formaten die niet ‘open standaard’ zijn kunnen op andere manieren worden gebracht. Het meest gebruikte document formaat voor tekst document is nog steeds het ‘binaire formaat’ of ‘doc'. Een niet wetenschappelijke of statistisch representatieve internet “onderzoek” geeft vandaag (3 april 2009) dit beeld:

Daarmee is het, zeker voorlopig, heel belangrijk dat ook het DOC formaat (en de daarmee samenhangende formaten voor presentaties, PPT en spreadsheets, XLS) een vorm van ‘document vrijheid’ hebben. In de praktijk is dat, soms in tegenstelling tot percepties en communicatie, al het geval.

De specificatie voor het binaire formaat is weliswaar geen “open standaard” zoals bijvoorbeeld ODF, Open XML, PDF en XPS, maar ze is wel vrij toegankelijk. Ze is ook op dit moment het meest gebruikte en ondersteunde formaat voor het borgen van leverancier en technologie onafhankelijke uitwisseling van documenten. Op die manier zijn ook de binaire document formaten zeker van ‘document vrijheid’. in feite geeft ‘document liberation’ iets aan wat al bestaat/bestond. Voor vrijwel alle documenten die nu in gebruik zijn kan gesteld worden dat het formaat, de specificatie ervan in ieder geval vrij toegankelijk is en dat de documenten daardoor technologie, leverancier en product onafhankelijk te gebruiken zijn. Onder andere Apple iWork, Open Office en meer toepassingen bieden al jaren uitgebreide ondersteuning voor onder meer het ‘binaire formaat’.
